Motor Third-Party Liability Insurance (MTPL) prices from February to November 2025 show a clear trend – November is the month with the highest average policy price for the period. The average price for the month reaches 357.65 BGN / 182.86 EUR, which is a significant increase compared to the lowest price in September, when premium values dropped to 312.40 BGN / 159.73 EUR.
➡ The difference in total premiums between September and November is 45.25 BGN / 23.12 EUR, meaning that in just two months, the average MTPL price has increased by approximately 14.5%.
The insurance market has traveled a significant price path for the period from February to November. For February, the average MTPL price is 329.78 BGN / 168.61 EUR, and for November it is 357.65 BGN / 182.86 EUR, i.e., for the period from February to November, average prices have increased by:
➡ 27.87 BGN / 14.25 EUR, which forms a price increase of over 8.5% over nine months.
The result, of course, raises the question –
Is a new price increase coming in the coming months
or has the market reached its peak,
or will the price trend begin to fall?
Mandatory Motor Third-Party Liability Insurance prices continue to change dynamically throughout 2025. Data based on real quotes shows distinct differences both by region and by engine capacity, vehicle age, and driver age.
In the following lines, we will examine which drivers pay more, where insurance is most expensive, and how average prices move across the country.
How Do Prices Move by Regions in Bulgaria?
According to data from February to November 2025, the average MTPL price in the country is:
Average price for Bulgaria: 333.94 BGN / 170.74 EUR
Highest average price: 375.14 BGN / 191.81 EUR
Lowest average price: 305.57 BGN / 156.13 EUR

Some regions stand out with higher prices, others with lower ones, with reasons usually related to traffic density, frequency of insurance claims, fleet size, and driver profile in the region.
Average Values by Regions (prices in BGN / EUR):
C, CA, CB (Sofia), KH (Kyustendil), Silistra (SS): 350 – 364 BGN / 171.28 – 178.44 EUR. Drivers with registration numbers PP (Razgrad), PK (Pernik), TX (Dobrich), K (Kardzhali) are third in the ranking: 335 – 349 BGN / 171.28 – 178.44 EUR, the second lowest price is paid by drivers with numbers CO (Sofia Region), V (Varna), H (Shumen), PB (Plovdiv), (CM) Smolyan, PA (Pazardzhik), E (Blagoevgrad), OB (Lovech), EH (Pleven): 320 – 334 BGN / 163.61 – 170.77 EUR, and the least is paid in Burgas (A), Yambol (Y), Haskovo (H), (Sliven) CH, Stara Zagora (ST), Gabrovo (EB), Veliko Tarnovo (VT), Targovishte (T) – under 320 BGN / 163.61 EUR.
The highest average MTPL price is in Vidin – 375.14 BGN / 191.81 EUR, and the cheapest is in Stara Zagora – 305.37 BGN / 156.13 EUR. The difference between them, as cities from the most expensive and cheapest regions, is: 69.77 BGN or 35.68 EUR, i.e., 22.83%.
This is a significant deviation that shows the importance of the regional factor in insurance pricing.
What is the Average Price for the Period According to Engine Capacity?
Here the differences are even more noticeable. Price comparison shows that:
→ The cheapest segment up to 1,300 cc has a price of 299.22 BGN / 152.99 EUR
→ The most expensive segment over 3,400 cc has a price of 422.83 BGN / 216.19 EUR
Difference between quotes for the cheapest and most expensive engines:
123.61 BGN / 63.20 EUR

Highest price is paid for vehicles up to 5 years old → 352.95 BGN / 180.46 EUR
Lowest price is paid for vehicles over 15 years old → 318.86 BGN / 163.03 EUR

Their percentage deviation is 10.69%.
✔ New vehicles (up to 5 years) pay 34.09 BGN more, which is 10.69% above the price for vehicles over 15 years.
Summary:
The highest-paying drivers in the market are young drivers up to 25 years old, who pay nearly 85.31% more than drivers over 45 years old.
The difference between driver profiles is over 255 BGN, which shows that the risk group of the age range strongly influences tariffs.
Vehicle age has a weaker effect on insurance price changes – differences are only up to 34 BGN or 10.69%.
The cheapest MTPL is for a driver over 45 years old, driving a vehicle over 15 years old.

Who Pays the Most?
Young drivers under 25 years old, who combine the following pricing factors:
• Registration in a region with moderately higher prices (e.g., Vidin, Ruse, Sofia, Kyustendil)
• Vehicles with large engine capacity – over 2,400 cc
Who Pays the Least?
Drivers who have:
• Vehicles with small engine capacity – up to 1,200 cc
• Registration in regions with lower average price values (e.g., Burgas, Yambol, Sliven)
Usually, these are drivers with vehicles with small engine capacity driving in areas with lighter road traffic.
The data clearly shows that differences in Motor Third-Party Liability Insurance prices are significant and depend on multiple factors – from the region to the technical characteristics of the vehicle.
Many other factors participate in price formation (such as whether the vehicle has right-hand drive, is used by a foreigner, has damages, etc.), but for this analysis, the most determining ones were used.
